Comitas AG, in close collaboration with the Graubünden Social Welfare Office (SOA), successfully developed and launched the new KIBEG application on schedule. With the project's completion, the canton now has a modern software solution at its disposal that digitizes and streamlines all processes related to subsidizing supplementary childcare.

Background: Complete revision of the KIBEG

With the complete revision of the law on the promotion of supplementary childcare (KIBEG), a fundamental system change has been implemented in Graubünden. Instead of funding for specific facilities, families are now supported based on their financial capacity. The aim is to promote the compatibility of family and career, create equal opportunities, and ensure the quality of childcare services.

Goals and functions of the KIBEG application

The solution developed by Comitas maps the entire process chain and supports the Graubünden social welfare office in all key tasks:

  • Digital applications and eligibility checks for families
  • Automated calculation and disbursement of subsidies
  • Billing with municipalities, including transparency at the case and care level.
  • Approval and contribution recognition procedures for daycare centers and childminding organizations
  • Sustainable integration of third-party systems for data validation and acquisition
  • Integration of KITA-Plus to support children with disabilities
  • Evaluations and controlling for budgeting and demand planning

Security and ease of use

Particular attention was paid to data protection and data security. The KIBEG application complies with all legal requirements and ensures that sensitive personal data remains protected.
